No, it doesn't natively. But, apps like Mobile PDF can help you open small PDF files.
To what i know, there's no skype app available for it but there is a workaround with which users were able to make skype calls, only audio though.

you can find a skype java app by googling, but it does not do free calls

some voip providers support interworking with skype so that is an alternative solution (haven't tried)
