if you go into Settings, there should be an entry there named Mobile Network, and then in there should be something to select named Highest Connection Speed, where you can change it from 2G to 3G to 4G etc. check that you have all the latest Nokia system app updates installed from the Store.
if the option still isn't there, then it may be a case of AT&T removing this feature.
