before updating my phone I also had this problem. When I updated it, a new option occurred named ' Network Setup'. When I made APN of my network, internet started working really well. You can also try the same... and if works, then don't forget to say thanks. Good Luck !!

I have the same problem...I am from serbia and i am using mt:s network (mobile network Serbia) I have wisited my operater and they typed in my APN and so....The problem is next..My mobile data connection works sometimes, but mostly DO NOT! My WiFi works perfectly, but data is kinda buggy. Please help me, this is a big issue
I can let you know this is not a known issue with the Windows ecosystem as the Lumia range of devices, the hardware itself maybe different specification but the ecosystem is the same. Also I myself have 710 and have never had this issue and am based in the UK so the statement from your network provider is false. Who is your network provider?
What I recommend you do is take your device to your nearest Nokia care point to have the device inspected. You can look at the link below for the nearest one:
Also did you ask your network provider for a new sim? Was the phone purchased off line or part of a contract?
Finally are you 100% sure your data plan is active? Also go into settings and mobile network and make sure data connection is on and highest speed is set to 3G
I would say it is an issue from both Provider side and Manufacturer side . After doing so much research i have found the issue created by the OTA settings / pre burned settings by Nokia. While you use GPRS your phone will be switching between WAP and Internet APNs . WAP APN is not supposed to work with windows handset. as we dont have any options to delete the APN in the device manually , our hands are tied then only one way in front of you that is reset the device . But please ensure dont accept any settings from your service provider . Just call them directly and ask fro manual configuration ... Hope this will help ...
Aside to Nokia please try to accommodate an option to delete existing APNs.
