everytime i try to go to the web on my nokia 6111 it says subscribe to packet data what do i do

You should subscribe to packet data.

In other words, you need:
1) A mobile subscription/plan that allows packet data (GPRS)
2) The correct settings from your network operator (service provider)

Call your network operator's customer service, and make sure whether you have a suitable subscription, and then ask them to send the correct settings to your phone as SMS.
