I have a Nokia Asha 311, and when I try and call someone it goes 'call not allowed', also when i try to text someone it goes 'message sending failed'. However I am able to receive calls and texts. Can someone help me?

Did you check with your Operator to know if they have put any restriction on your SIM ?
Not sure from where you are but if you have a Pre-paid plan and the balance reaches certain level, some operators Block the 'Out-going' services whereas the 'In-coming' services will continue for a couple of days more ..Thats what we have here in India ..

My sim is an optus pre-paid sim, which I used for my old samsung phone, and it still has about $10-$20 left on it

have you checked via Nokia Suite on your PC if you have the latest firmware installed, and also that the SIM card is in decent condition and not mangled? if those are OK, you can try Restoring your phone to factory settings and see if that works.
Optus are usually pretty good with reception (better than Vodafone), so i suspect it wouldn't be a network carrier issue.

Hope the phone is not in 'OFFLINE' mode (Settings-->Connectivity-->Flight...)...

Hope your phone is not locked to any Network in Australia. If thats fine, from where did you get the UK SIM ? Check with them whether it works when you are out of UK ? Maybe Roaming is not activated and since you are testing it in Australia it is out of the coverage area ...

You may SWAP the SIMs in the 2 phones that you have and check if the problem is related to the Phone or the SIM ...

Did you try the UK SIM in other phone too. If you get the same message its good to contact the Service provider. You may contact them thru' their internet site as most will ahve the 'Contact Us' option..
