After Reinstall of belle software on my c7 for the third time wifi , web and internet don't work

Are you restoring settings from backup or setting up as fresh install?

and i format it with the same problem

apart from a three-finger hard reset, there is not much you can do except take your phone to your local Nokia Care for inspection: http://nokia.com/support

as i format it using *#7370# and it was useless.

Yes it does, do a quick Google search or search on these forums here and you will find how to perform the hard reset mate.
