I am thinking about buying a C3-01 as I have and ipad (Wifi only) and want a slim phone to make a wifi hotspot and use my ipad. Can i do this simply with the C3-01?

To do this on Nokia's you need an app called Joikuspot. Unfortunately the C3-01 is not supported by this app. If this is an important feature, I suggest you consider one of the phones compatible with Joikuspot. See the link below for compatible phones.

Did nokia make any software yet that will make nokia c3-01 as a wireless hotspot ????

No C3-01 cannot be used as a Wi-Fi hotspot. Although you can connect it to your PC & then use any hotspot creating app to make one.
