Because that handset does not support video streaming, http://www.developer.nokia.com/Devices/Device_specifications/C2-03/.

 

 

It's always good idea to check what the handset supports and what it does NOT support before buying.

only Nokia can tell why some phone models don't support streaming while others do. have you tried "contact us" button above to get the answer ?
