When you buy a computer you have the choice not to buy the OS. Later, you have several choices: Windows, Linux, etc. If you choose Windows, than Microsoft is giving the support for it (including all up-dates via their websites)
Nokia phones comes with only one software, that software cannot be changed, and the support and up-dates are given by Nokia. So the software is entirely their responsibility, as is the hardware of the phone.
