E6 Anna - Mystery panel on swipe down in homescreen

Today for the first time I noticed this panel of clickable icons which appear on swiping down from top edge of any Homescreen.

Did anyone see this? I have not read it in any of the reviews of either E6 or Anna in general.

If it is unique to my phone, does anybody know which software that I might have installed provides this?

NOTE: I have attached screenshot.
