I know that probably hardly anyone is using this OS still, but for a number of reasons I am. Does anyone know if this is supported or if only XP and later is supported (yes, you can read this as me having troubles)

Unfortunately both Nokia PC Suite and Nokia Suite only support operating systems from Windows XP onwards and as your phone is rather new, the older Nokia PC Suite versions may not recognise your device.  

Have you thought about using your mobile as a wireless hotspot instead of tethering it? You can do this by installing Joikuspot, you can find it in Nokia Store.
