I have recently updated to Belle, but my input language has changed from english to serbian. I'm really having a hard time now  and I can't get used to the new keyboard layout (when I press z it types y and viceversa, instead the  ( i get ", etc.. ). When I change the phone language and writing langue to english, nothing happens with the letter/symbol layout, I don't know how to change it back to the english one. is there any way I can fix this without going to the nokia care center?

If you lose language after a software update, that's a good indicator that your device has previously had a different language pack fitted than the one dictated by it's seven character alphanumeric product code starting with"0". When updating to Belle using Noka Suite it has reverted to it's original region of sale.

Unfortunately from a warranty perspective a visit to Nokia Care facility to re-install language(s) of choice is indicated.
