You are correct about not being able to install map data on the sd card. I travel overseas regularly and havent seen the need to download more than just the maps I need for the next few months and remove them when not required. This is because the data is updated a couple of times a year anyway, so even if I already have the data downloaded a few months previous, I'll probably need to redownload it again to get the latest updates just before I travel.
However, if you should want to download all the map data anyway, then the 820 is not for you and there is always the Lumia 920 with 32gb storage.

Just downloading the entire continent of Europe is a complete pain now as has to be carried out upon device, although there is a method of queing maps for download as here:http://discussions.nokia.com/t5/Nokia-Lumia/Lumia-

Buying a 920 isn't an option. They cost €200 more than the 820, and the contract I'm taking isn't expensive enough to offset that. For €200 I could also buy a dedicated GPS that would work better than Nokia Drive+.
Sounds like in general Nokia has still a way to go to get Maps up to the level of functionality that Symbian has/had. I would guess they are aware of this though.

At the end of the day, the 920 and 820 are the first 2 of many more Lumia models in the pipeline. I am sure, very soon there may be one that specifically suits both your requirements and budget at the same time. The 810 and 822 arealready available in some countries. The 822 has 16gb mass storage for less oney than the 920. Perhaps that might be the one for you but unfortunately it is currently only available in the US.

It is now possible to store map data on your memory card using a Nokia app called Lumia Storage Check. Mind you, it is still beta but does work. You can get it from http://betalabs.nokia.com/trials/Storage-Check

Excellent link. Thanks. BTW - when I searched for this in the store, I only found another app (Lumia Push) which included the address of Storage-Check... If I was paranoid, I would suspect that someone (Nokia or MS?) was trying to hide the Storage Check app?

The app is still beta so not available to the general public yet. However, there are no restriction to anyone wishing to install it using the Betalabs link.
