Unfortunately the N9 does not offer an option to disable data roaming. It only has "always ask" and "always allow". Where's "never allow"? Even Symbian offers that.
The problem is that as soon as roaming becomes necessary the N9 permanently asks you to confirm or deny roaming which a quite annoying.
I wish this could be improved in a future update.

Hey Njeisecke,
If you go to the Menu > Settings > internet connection > Turn off
Your phone will not accrue any data roaming charges aswell as turning 'Allow Background Connections', in mobile network 'off'.

The only thing about turning off Internet Connection is it turns off wifi as well. Most people would like to use wifi only when roaming. The OP does have a point about an "Always off" Option.
One possible option which I need to try out the next time I roam is to temporarily remove the access point for mobile data.

@cjllm: Exactly. It's quite annoying to remember turning all these switches on and off again when you just rush into some McDonald's to satisfy your online addiction in foreign countries.
So I'd kindly like to request a "Roaming always off" option.
