This occurs with Lumia 820, 822 and also reported by some 920 users. Googling it gave more than 2 million results. Even if 1 percent of the results are relevant, then this is a problem faced by a wide range of users all over the world.

1. The sim card is absolutely fine as it is able to send text messages from other non-lumia phones

2. The message center settings are proper.

3. The network operator is not having any outages and there is proper network coverage and the subsciption account is active and working

4. The phone has been rebooted and also the sim card has been reinserted

The problem still occurs. Any help or troubleshooting steps (other than the four listed above) will be greatly helpful

I get error code 96 and also 21 sometimes.

But Google shows that the same problem with the same error is on various Android devices too ...

Have a look here that says error code 96 is related to Network ..though error code 21 which you get only SOMETIME is Device specific ..

I found one case of error 21 on a Lumia in the Microsoft Community.

You may try inserting other SIM card to isolate the issue. Then, observe your phone if the error will prompt again.

This did work temporarily but now had the portico update last night and since then this stopped working again,

Now I get SMS error code 38.

Also the APN settings has vanished.

Any ideas?

I also reset the phone, removed the sim tried another sim etc but still not able to send any sms or mms.

both apn settings and sms were working before the portico update in 822. for apn settings, access point app from nokia helped solve the problem. but for the sms problem, i couldnt find any solution. the message centre number is correct. the sms to the operator like 111 are working. but i couldnt send sms to phone numbers.

I have the same problem here. This is the summary, I hope you can provide a solid solution fast. 

SMS fails on transmit geenrating SMS error: 1. There is a way of getting around this problem. I would like to preface that by stating that I am disclosing with the hope that it will serve your engineers with a clue as to what is wrong and consequently fix the problem versus declaring the problem is solved without providing a real solution. The work around is to send SMS as an MMS by including an attachment (like a contact, or a pic). The problem with this work around is it generates undesired messages on the reciever end.

Forgot to add that all APN data, and SMS center numbers have been verified and checked to be valid and working. Also this is NOT a network issue as the sim card works with other competitors phones and other T Mobile sim cards have the same issue the I am having.

APN settings are not relevant to SMS settings. All that you need is the SMS centre number entered correctly. SMS does not use a mobile data connection. You may also ensure you arenot trying to send MMS instead..

Not sure which poster you're meaing in the above post but as they refer to getting an SMS error, I don't think the suggestion they are trying to send MMS by mistake is terribly helpful and the poster has said SMS centre number is correct. They have also tried switching sim cards which work in other phones so the problem would seem phone specific. They also seem to have gone through all the options with no sucess.

If I were them, if it is possible, I'd suggest taking it to an outlet of whoever their network providers and/or whoever sold the phones. Their best option will be if that is one and the same. I've always found T-Mobile staff helpful and ahopefully there will be some-one geeky in the shop who will take up the challenge.

From your settings it is evident that you have not done the windows phone 8 portico update on your phone.

I recomend that you do not update your phone or else you will never be able to send any SMS or MMS.

Yea.. This update is not at all an update. More of a Downgrade. All this restrictions are really going to make people run away from windows
pls find a solution for this SMS error
