Languages are region dependent. Arabic language will be available in countries where it is mostly spoken or used. You can always check Marketplace for application that fits what you want/need.
As NCP is allowed to change the SW package (this includes firmware with another display language), this activity is out of warranty so you will pay for this action. And in the future would you have to update your phone via NSU or Nokia Suite, the original software that “came with device” will be restored and the earlier made SW package change will disappear.
Also local instructions (laws) can be different in this – in some countries this could be part of type approval, operator approval and so on.
