No, no file managing facilities on WP8 phones either.

This will not happen due to core restrictions by Microsoft for security reasons, so it applies to all WP phones and not just Nokia. The idea is for all apps and their corresponding data files to be isolated. So files can not be shared or accessed by other apps. So a file manager cannot access files belonging to other apps. In theory, this means a virus or malware can never do any harm. Perfect security but at a price.

Be assured that nobody will bother to write a virus or malware for Windows Phone. The installed base is too small. As for perfect isolation one rogue app can bring the whole os down. Just like early desktop Windows.
