How come I have the update for windows phone 7.8 but my does not?

Hi!

 

A few nights ago i recived the update from 7.5 to 7.8 from Zune but even though we both have unlocked phones (lumia 710) and both on networks that use o2 server ( giffgaff and Tesco) my father does not have the update?

how has this happened?

Blocks of IMEI are added to Microsoft's servers presumably to try to balance supply/demand, so fact that these devices get updates at different times not too surprising.
