if you have seen the official Nokia statement on the update, they said that if you have not received the update within the next three weeks or so (will be two weeks now), then you need to contact your network carrier or your local Nokia Care regarding availability of the update. if your phone is a branded variant (e.g. AT&T with all their custom apps and wallpapers), then it is up to them to either approve the update or not, it is not up to Nokia who has already provided them with the 7.8 update.
