All newly released Lumia devices will come with WP8, even the low end budget handsets like the Lumia 620.

Of course not, why would people try and find a possible answer themselves when they can get spoon fed without having to do any work themselves. ;\

I'm humble for all your replies to my queries but mister don't think of me as spoon fed.
I have researched more about mobile phones than you would have ever done.
And with that knowledge let me tell you that Nokia Lumia 620 is a MID-RANGE smartphone not a BUDGET smartphone!!

The 620 is Nokias entry level Windows 8 device and it is as of yet the cheapest WP8 device you can find. That said I would agree it's far from a budget phone, yes.
If you did what you say you have done (as in did your homework) you would have known the answer as Nokia has on more then one occasion announced their intention to keep pushing Windows Phone devices to lower price points.

Either Nokia or Microsoft stated late last year that WP7.x would continue as a lower end operating system for cheaper devices for the foreseeable future so it is far from being obsolete. It's also expected that they'll be further updates and new features after the new 7.8 update.
Unfortunately neither the users of this forum or Nokia can say if they'll be any further WP7.x devices from Nokia as it's against the rules of this forum to discuss unannounced products or leaks. Personally I do think we'll see more 7.x models from Nokia in emerging markets this year along with price drops on WP8 models.
Unfortunately it's not the answer you wanted but it's all that can be said until Nokia actually announce another device. If you want a reply from Nokia themselves you need to contact them directly but they won't tell you anything that isn't public knowledge.
P.S. My opinion of the Lumia 620 is that it's a good midrange device, not a budget model.
