I've just bought this but noticed that it never seems to fully charge or the powerbar never shows as full.  I was wondering if this is normal or a fault?

Has the phone stopped charging and have you tried another charger?

It charges but the powerbar never shows it full, at a guess I'd say it stops at 95%

So does it actually stop at 95%? Or is it still charging but very slowly? I think it could be the charger. Try another charger if you can.

Well the charging flash has stopped by this time so its never shown a full powerbar since I got it a fews days ago

Have you tried another charger?

I've tried it on my Laptop and PC without success
