Why is Tango not released for North America Lumia 800?

If the Lumia 800 is unlocked and unbranded why is the Tango update still listed as "waiting for approval"? If the device has no carrier, and the update has already been released in most regions, who needs to grant approval for it?  :wacko:

Also having the unbranded Lumia 800, I ask the same question. Who is approving this?

This has all the information on the update and how the update process works. Also further information on when it says available a more detailed breakdown on how this update procedure is implemented.
