Here comes the solution....
I have also posted it on the discussion:
I have found a solution which I tested for more than a month and its working great. People suggested to master reset Lumia 800 and then start again from the scratch, that is what I did, but wait.... this is not the solution as "No data connection" problem raised up again in a month and I was not in a mood to wipe all my data once again... and I am sure you people will also not like to sacrifice your valuable data for resetting your Lumia.
The saviour app is the "Network Setup" app from Nokia. Be cautious while using this app. Use it only when your data connection is not working otherwise this app may stop it from working. Install the app and set the APN manually. In my case it was airtelgprs.com as I am using Airtel in India.
I used the solution for almost a month and I am faced with the same problem again when I updated the app!! So, there may be some bug with the app, but that's true. Solution??? once again the same - Update the app and set your APN manually... lol
In the whole I am using the data connection without wiping my data (resetting Lumia again and again). Updating the app raised some worry, but was solved within minutes.... so my experience with the solution has been satisfactory till now...
People having the same problem please try the solution and share your experience....
Good luck and love Lumia 800...

Go to >Settings >date+time and change the time zone to automatic and then try downloading apps. Please post the results here as to whether it works.

Thanks Kosh, Man You Rock Simply Rock, I tried all but unable to resolve this issue. I was about to go for factory installation but your solution solved everything for me. You truly deserve Lumia. I am from Kolkata & I purchased my Lumia 800 just a month ago. I was an Android fan but not any more, from now on I will either go for Windows or IOS but not Android anymore.

I have been facing this Windows Live ID error since I bought my Lumia 710 just 5 days back. It was indeed working intermittently and I could download some applications and games. I have tried all that has been discussed here but nothing gives permanent remedy. When I tried to sign into Zune it gave error message that I should change the location in my PC to US(I am based in India) or I should create a separate user id with US base. After struggling with various tricks now I find there is one method which allows me to download without any interruption. Following are the steps. These are not foolproof and use it at your own risk. It is working for me, atleast presently.
1. Detect your service provider using Network Setup. Do not set any APNs manually.
2. Go to mobile network settings and ensure that your Network is active.
3. First try automatic network selection, if this does not work choose your network manually
4. Delete APNs, if any.
Now your device is set to work without any manual APN settings.
You may now try downloading apps. In my experience SkyDrive will not work in this method and you will have to set APNs manually.
If anyone tries this please post feedback.
I just found out it is possible to listen to the ringtone before setting. One needs to press the small play icon on the left of each ringtone to listen to the ringtone.
I think many users are facing this problem but wonder whether Nokia / Microsoft are working on this. I am also facing this issue and therefore using the PC route to download apps and games. Here are the steps to download via PC.
1. Install Zune Software in your PC.
2. Connect your phone to PC through USB port.
3. If Zune software is already installed in your PC then the software will automatically get initiated.
4. Go to www.windowsphone.com and sign-in with your Windows Live a/c. If you do not have a Live account you may create one.
5. Once you have successfully logged in your phone will be identified by the site.
6. Go to your account and register your phone no.
7. Select the apps or games that you want to download and click install.
8. If you are downloading apps you will be able to view download status in the list of apps.
You will not be able to access Marketplace on your PC when you are connected through Zune. You will see a message "Application downloading" on your device.
I got the same problem , i entere new password and synchronizw it , noting happen. i tried wrong password and nothing happen. Going to reset the phone 5th time in a month.
If someone have working solution please tell.

i am using lumia 800 nd i bought this phone just a week ago and this problem of "windows live id unavaliable at the moment" has already begun..... i hav tried all the alternatives sugested in the discussions like
2.connecting to pc with zune
3.changing password of my id and syncing again
4.using network setup app
but nothing seems to work at all...... pls do provide a suitable solution to this problem as this is really disgusting not to hav access to marketplace when needed.....ihope i get a solution for this soon
I got Lumia 800 few days back... created a windows live ID.. try Login from my phone.. BOOOO nothing happens.. it says problem is at the other end... you need to key in some CODE.. 3 to 4 blank rows appera on screen and aske me to call the support team.. when i cal the support team. they give me a complaint number... and later say our windows support team wil contact you soon ... its been 3 days now.. am wating for the call.. but no one has called me other than my girlfriend... LOL.
now i am thinking was it really worth buying The Lumia Family phone??? Where Nokia passes the Ball to Microsoft and Microsoft is too busy to give a proper support just to help on Login problems...
here my Phone is always telling me the truth.. THE PROBLEM IS ON THE OTHER END...
