That option is missing in WP8 on the Lumia 920.

This a regionally dependent localisation but all devices destined for US market have it, but if you change language of device to English(US) after restart option you should find "Speech for phone accessibility".

I live in Australia and using Telstra, I can not find this option to turn on Speech caller ID is it in the 920 or not. Thanks

920 in US has it. Do you have a 'Ease of Access' heading in settings? If so, is that is where "Speech for phone accessibility" should be. If not there, probably a Telstra decision.

Based on a US, AT&T, 920 in Settings>Speech is an option to read aloud text messages, and you can select, always, BT, Headset, or BT and headset.
In Settings> Ease of Access there is a setting, Speech for phone accessibility, for speed dial, call forwarding, and announcing caller ID. It is either on or off.
I expect the Ease of Access may vary depending on local laws concerning folks with disabilities. It also covers things like high contrast screen, magnifier, TTY/TDD, etc.

my lumia 710 got the menu fungtion speech for phone accessebility but it is turned off . i am taping it but its not turning on. how can i turn it on? can someone explain what is the problem?
