The Nokia 520 is the only model not having a front facing camera amongst a number of other missing functionality which makes it the low priced entry level Windows Phone it is. If you really want this function your first stop would be the Nokia Lumia 620.
Maybe it's not to late to contact your retailer/supplier and ask if you can exchange the phone.

I have been trying to figure out how to use the front facing camera as well.
You say there is not front facing camera but there is on the 520. Well at least there is a lense for it. It is located on the right hand side of the work Nokia, under the letter A. A front facing camera is also listed as feacuture in the quick start guide that came with my phone. So if there is no functioning front facing camera, why is there a lens there?
Sorry, no, the Lumia 520 definitely does not have a front facing camera.
The feature you see to the side of the "Nokia" label is not a camera lens, it's the phone's ambient light sensor and proximity sensor. I think you must either have misread your quick start guide or been supplied with the guide for a different model of phone by mistake.
