I too had the same problem. But by following an advice from this forum I wap able to solve the matter. First un install the Googl maps if u have already installed it. Then turn on the wi-fi on the phone( no need for an active connection.just turn on the wi-fi). Keep ur mobile data connection also on. Now install the app. It will work. When u turn on the app make sure u turn on the wi-fi on before opening the app. T can turn off the wi-fi after the app is properly up and running
