So far i have tried 2 visa cards: one that I use exclusively for internet purchases and a regular credit card. I travel a lot and use both cards frequently on airports and on Amazon. They are working fine.
Today i have tried numerous times to purchase and app from Nokia Store and got same error every time: 'The saved card details are incorrect or could not be verified. To keep your payment options up to date, this card will be removed from your account. '
So, the idiotic software removes card details and I have to retype them every time for another fail.
Reaaaly frustrated.
Tried to do the purchase through mobile data and through wi-fi>same result.
If anyone has any ideas, would really apreciate it.

Could you please try and install Store QML from betalabds and try to repurchase the apps you previously wanted to buy, and see if the error re-occurs.

Installed Nokia Store client from beta labs 3.30(12). Same situation, same message. Tried same app (boldbeast recorder) with in app purchase. Tried a random game for 1 euro also directly from the store.
No go in both cases.

September 5, 2012 I tried to pay your phone bill Boldbeast Call Recorder application. I received an SMS that the purchase is not realized, but also SMS to 253753719871 for purchase was made. But it was not ... and in the account I previewed 300, - CZK for premium SMS!! Retry today September 6, 2012, purchase 266,553,133,889 was done the right price 250, - CZK. Where are my 300??

Thanks for your post and welcome to the Nokia forum.
If you have any issues with downloading applications you can either redownload applications via the Nokia Store > My Stuff, or if you have paid for them you can contact your Care line and provide them with your Nokia account name. They'll be able to resend the app to your phone so that you don't have to pay for it again.

I dropped this whole thing about purchasing apps from Nokia Store for some time, tried to forget about it.
I tried again today. Used cards from my wife. Same thing. I am geeting ridiculos message that card details are incorrect or could not be verified. I get it the milisecond i press the screen which means that no verification took place. I get the message instantly.
I called the bank and asked if they had any attempts of transactions in that time or any time from Nokia. Nothing. I did it just in case because I know all our cards work anywhere i go and online for Amazon. This is 100% Nokia's doing.
Since I can not get any help here I would appreciate some phone number (anywhere in the world) that i can call to aks what is the problem.

It was confirmed to me that few months ago Nokia started blocking everyone from Serbia from buying apps from Nokia Store. GREAT!!!
The least Nokia could do is to give the user a proper error message!

Same problem for me to...this time from Romania. Every time i try to buy with credit card it says:"
The saved card details are incorrect or could not be verified .To keep your payment options up to date, this card will be removed from your account." I don't know what to do because i really need to buy an application.

When you try to purchase apps in Nokia Store, do you have the option of operator billing? Perhaps you can purchase your app this way, instead of relying on the credit card payment. If this fails, I still suggest contacting your local Nokia Care point and inform them of the issue.

Thanks for your advice. Yes a have the option operator billing but unfortunately for the specific application that i want to download it is blocked . The app name is Nokia Car Mode with MirrorLink and as i said i need the application because i bought a sony xav-601bt multimedia only to "mirror" the navigation from my E7-00 to the unit . It's a bit frustrating because i have the money 21 € and i am willing to spend them but i cannot purchase the application by any method .

Regarding your case, we will send that answer to solve your problem about installation of 'Nokia Car Mode with MirrorLink'.
The maximum value allowed to purchase an application from Nokia Store through the payment of telephone bills issued by your mobile operator is 12.4 euros. In your case the application 'Nokia Car Mode with MirrorLink' cost 19.9 euros, which means that you are not allowed to download this application via the mobile operator.
If that is a problem with Mastercard credit cards please check again if there is a limit on the purchase.

First of all the application is not 19,99 but 20.99 € however maybe they made a mistake.Second, I called my operator and their answer was that they don't have any limit for billing applications.And third, i really don't think my credit card has any problems because as @gandalfsivi said, the message that the card details are incorrect is received immediately which means that 100% it wasn't made any verification and the card is rejected instantly.I don't understand nothing no more,and all day long I only think how on earth i can buy the application?Do I have to change the mobile operator?Do I have to travel to another country and pay with a foreign credit card?

Sorry to hear you are still having problems. I don't know what else to suggest but to contact your bank, or use a friend's or other family member's credit card and see if that works. Bear in mind that debit cards also work, as they can act as credit cards. If the transaction is successful, it should show up as an "authorisation only" on your bank statement, until Nokia takes out the full amount a couple of days later.
