i want to know can i install nokia symbian belle operating system on my N96 with Nokia suit or not

The N96 is an older version of the Symbian OS and will not receive the anna or belle update as it's not compatible.

Just to confirm the Nokia Belle update is only available for Symbian ^3 devices. You can check a the full list on the link below:

http://europe.nokia.com/find-products/nokia-belle-update

If you scroll to the bottom of the screen you can see the full list of devices the Nokia Belle upgrade is available for.
To check your device latest software please refer to the link below:

http://europe.nokia.com/support/product-support/device-software-update
