On Symbian based phones you most probably don't need Silverlight for anything, unless Microsoft has created some Sliverlight based applications for Symbian, which you want to use.
Silverlight is Microsoft's technology that resembles Adobe's Flash, but they have nothing to do with each other directly (similar, but different things).

As I said "they have nothing to do with each other" where "they" refers to "Silverlight and Flash".

Microsoft's MSN/Live Messeger for S60/Symbian might be a Silverlight application (at least partially). Otherwise, I don't think anyone is using Silverlight for S60/Symbian app development. Probably not even Microsoft any longer.
Ignore Silverlight, unless you are yourself developing apps for Windows Phone operating system based phones.
