It seems to be device spefic issue 
The standard 'Telephone' field on a S40 device will be synchronised to the 'Other' number field in Outlook.
If
you whish to change this then you can select 'Change Type' from the
menu option on the device, and choose either 'Home' or 'Work'
telephones, this will then be synchronised to the 'Home' or 'Work'
number field in Outlook.
