Can i install belle refresh on 701 if yes how?if no why?

The Belle refresh isn't available for your device as it already has this update.

The Belle refresh was for the older Symbian3 devices which had received the initial Belle upgrade. Your device had Belle installed natively and the feature pack 1 update was only available for devices which had Nokia Belle installed at factory level.

The Belle refresh just brings the other device in line with feature pack 1 release with a few minor differences due to hardware and other factors.

I´ve got  Nokia N8 and update to Nokia Belle Refresh is not available.
