Not really, most manufacturers do. It's just the way it is. No manufacturer wants a long list of bugs out there for everyone to see.
When they add a new feature they usually let people know in the update news but they don't report on bug fixes.
The new features usually only get added to mid-high end smartphones. It's very rare that lower-mid range standard phones like the 3500c get new features in updates.
