You can check if you have installed the 2 updates that come after the Anna update: Symbian Anna 1 & Symbian Anna 2. These are separate updates from the main one and as far as I know one those two makes the Ovi Store work with Anna.

It has been months since I have been able to load store on my phone, I was hoping that updating to ANNA would sort out this problem but no, still I am unable to run store, Is this problem ever going to be sorted out because so far I have only been disappointed with so called fixes.

Same issue here, on the Nokia N8.
To sum up the situation:
a) Important functionalities get broken by a system update.
b) The Ovi Store issue prevents customers from purchasing software, so it's a direct loss of income for Nokia.
c) No representative of Nokia has responded to this thread so far.
d) The only answers we see are instructions from third-parties that are complicated, mess with the system software and require download and installation of code from third-party servers.
Sorry, Nokia, but that's an extremely poor customer experience, which tarnishes the quality of your devices.

I contacted @NokiaHelps (Nokia Care) over twitter, and received the following instructions:
1) From your phone's browser, visit http://t.co/PoTxxnWC - which will forward you to http://support.ovi.com/osc/en_GB/faq/FA135940_en_U
2) Download the linked Ovi Store installation package and install.
This worked fine for me on Nokia N8. It wasn't even necessary to reboot the phone, Ovi Store simply launched.
