Please check the belle availability page of the Nokia Europe website.
You should know whether the update is available for your product code.

It's now May 5th 2012 but belle is still not available for nokia c7-00 product code 059b8b1!!! Good job nokia!!! You just lost an 11-year nokia loyal user!! I will no longer touch a nokia phone again. I just created this account to vent my frustration and disappointment!

Being that your product code doesnt appear on the list for the phillipines and nor does it on the other lists, I would suggest that it is a swap phone. and that you will need to take it to a nokia care centre to have the belle update installed.
